Ecuador establishes new regulations for Telecommunication

Ecuador news magazine - Quito, Jul 30 (Andes).- The Government of Ecuador is looking at reducing the existing distortion around the earning of companies that use public space, such as radio spectrum, "as we did with the mining and petroleum areas" announced the Minister of Telecommunications, Jaime Guerrero.

"We have noticed that the telecommunications sector is no longer the second most profitable after oil business but is equally profitable (...) This could become a misinterpretation, such as the time when oil companies gave out huge amounts of money in profits." Guerrero said. 

The Executive intends to regulate this distortion through a Law that modifies the Telecommunications Law, sent on July 17, which offers the possibility of earnings to be distributed in 3% to their employees and 12% to the state.

Ecuador at the NETmundial conference in Sao Paulo

Ecuador news magazine -The Ecuadorian Vice Minister of Telecommunications, Mr. Ricardo Quiroga, with special advisers of the Ministry of Foreign Affairs and SENESCYT, positioned Ecuador´s criterion of the need for a transparent and inclusive global governance of the use and digital broadcast, and explained Ecuador’s decision to grant asylum to the Australian citizen Julian Assange, as a key to understand the severity and scale of mass surveillance actor.

At the meeting, which brought together over 800 delegates from around the world in Sao Paulo under the title NETmundial 2014, Ecuador’s Vice Minister said that the country’s progress in digital art needs to narrow the digital divide and promote digital literacy, social inclusion and accessibility and promote the use of free software.

Ecuador news magazine - From March 24 to 26 , the Minister Coordinator of Strategic Sectors, Rafael Poveda Bonilla, and the Minister of Electricity and Renewable Energy, Esteban Albornoz Vintimilla, accompanied by several government officials, conducted a working visit to Japan.

The visit was made in order to promote the portfolio of projects of Ecuador’s interest in the sectors of telecommunications, electricity and renewable energy.

The agenda of the Ministers Poveda Bonilla and Albornoz Vintimilla, was coordinated by the Foreign Ministry, the Embassy and Trade Office of Ecuador in Tokyo, included meetings with individuals from the Japanese Agency for International Cooperation (JICA); Japan Bank for International Cooperation (JBIC), the Ministry of Economy, Trade and Industry (METI) and the “Nippon Export and Investment Insurance” (NEXI).

CNT’s internet service’s broadband grew with 78.42%

Ecuador news magazine - Quito (Pichincha).- CNT’s internet service’s broadband grew in 78.42% between 2012 and 2014. 

This service’s rates are the lowest ones in the market. The less expensive plan is USD $18.00 + VAT. 

CNT’s broadband has a speed of up to 15,000 mbps, better quality and coverage.

Carlos Loayza, administrator of CNT’s Regional 2, said that the company is working because all the residents of the province of Pichincha now have optimal and effective connectivity.

Ecuador news magazine - Quito (Pichincha).- Democratization of telecommunications – through the tenacity of the National Government – becomes apparent in Ecuador’s hidden corners. 

Taisha, a canton in Morona Santiago located in the Amazon jungle, bordering with Peru, now has 400 telephone lines with wireless system from the National Telecommunications Corporation (“CNT” for its initials in Spanish) and a basic monthly rate of USD $3 per family.

The cost of this service per minute is USD $0.01, while private telephone operators charge USD $0.15 per minute.

The 1st Andean satellite will be a reality

Ecuador news magazine - Quito (Pichincha) -. The Andean Community will have its first satellite. 

This regional agency signed a contract with the Dutch company, telecommunications satellite operator SES NEW SKIES BV to make this project a reality.

The Andean Community has a satellite orbit at 67° west, where the new Andean communications satellite SES-10, whose construction will start this year, will be positioned. 

The satellite is designed to operate for 15 years in a geosynchronous orbit and will have an electrical output of 13 KW.

Quito has the first mega info-center for digital communication

Ecuador news magazine - Quito (Pichincha).- The community mega info-center opened its doors to lend assistance to more than 100,000 residents of Cumbayá, Tumbaco, Pifo, Yaruquí and Tababela. 

This is an initiative from the Ministry of Telecommunications, which received support from the Municipality of Quito and in collaboration with the company Claro, with an investment of over USD $90,000.

The Ministry of Telecommunications and Society of Information, Jaime Guerrero Ruiz, along with Cecilia Vaca, Minister Coordinator of Social Development, and (D) Mayor of Quito, Jorge Albán, inaugurated the first mega info-center in the parish of Tumbaco.

The Colombian computer scientist and academic, Germán Escorcia, sees Ecuador as being very close to establishing processes in the public services that provide quality and warmth, and he stated that in 2014 space may open for technological and administrative innovation to provide facilities for more citizens.

Escorcia, in open dialogue with the El Ciudadano, said that the development of Electronic Government can promote the use of technology and connectivity even in remote areas.

Ecuador has its second satellite in space, NEE-02 Krysaor

Ecuador news magazine - Guayaquil, November 20 (Andes).- The Ecuadorian Civilian Space Agency (EXA) confirmed this Thursday the air operation that put the second Ecuadorian satellite in space, the NEE-02 Krysaor. 

The device was transported in Russian rocket Dnepr RS-20B, which took off at 02:10 local time (07.10 GMT) from the Dombvarovski space station in the Yasni military base, taking other 24 satellites from other 13 countries in the world.

The Ecuadorian Civilian Space Agency (EXA) published in its Twitter account at 02:26 local time, “The NEE-02 Krysaor has orbited. The mission is a success”. Meantime, Ronnie Náder, EXA’s commander reacted: “NEE-02 Krysaor on board Dnepr RS-20B takes off towards the orbit and Ecuador is back in space!”.

Ecuador invests $40 million to increase the level of internet service in schools

Ecuador news magazine - Quito (Pichincha). - With a budget of $ 40 million, Ecuador plans to set up 1,240 computer labs in educational institutions by 2015, as well as providing Internet connectivity to 2,411 school laboratories nationwide, benefitting around 700,000 students and about 30,000 teachers. 

Jaime Guerrero, Minister of Telecommunications, said that before the present government the Internet and computer labs were the domain primarily of the private education sector and of the medium and high economic strata.

Ecuador news magazine - Rumichaca (Carchi).- Ecuador’s Telecommunications Minister, Jaime Guerrero, and Colombia’s Minister of Information and Communications Technologies, Diego Molano, announced measures to reduce the cost of international roaming on the common border.

In a joint press conference, Minister Guerrero said that some time ago meetings were held with representatives of private and public sector mobile phone operators, both in Colombia and Ecuador, and they were briefed on the plan to the reduce international roaming tariffs.

In Ecuador mobile internet speed will reach 4G

Ecuador news magazine - Quito, September 11 (Andes).- With an investment of USD $28 million, Ecuador’s public telephone operator, the National Telecommunications Corporation, will implement by the end of 2013 the 4G network for internet in mobile devices in Quito and Guayaquil, which will be targeted for the first phase of installation of this technology in the country.

CNT is the only operator which will offer this fourth generation technology in the South American country and its implementation will be run by French operator Alcatel.

Ecuador's business management improved by internet

Ecuador news magazine - Quito, August 26 (Andes).- The business people who are part of micro, small and medium size companies (Mipymes) in Ecuador feel that the use of Information and Communication Technologies (ICTs), such as internet, helped improve company management by 95%.

A study conducted by the Ministry of Telecommunications and Society of Information revealed that Mipymes use internet either to sell products, services, make contacts through email or social networks.

Ecuador news magazine - Quito, August 15 (Andes).- In order to prevent and detect messages that lead to violence, discrimination, racism and the violation of people’s rights, a Communications and Rights Lab was created in the country to monitor contents broadcast through the media.

The entity is created through an inter-institutional agreement between the Citizen Participation and Social Control Council (CPCCS), Ecuador’s Ombudsman (DPE) and the Institute of Higher National Studies (IAEN).

CNT provides high speed internet services for all Ecuadorians

Ecuador news magazine - Quito (Pichincha). - The Empresa Nacional de Telecomunicaciones [National Telecommunications Company] CNT EP is working on the implementation of a 4G LTE mobile network for use by Ecuadorians nationwide.

LTE (Long Term Evolution) technology is the natural evolution of 3G networks to 4G. 

The result of this implementation will be to provide high speed internet services, of up to 21Mbps, which will have future applications such as: tracking services, mobile banking, digital inclusion, fixed-mobile convergence and the mass provision of smart devices at low cost.

The statement was made during an interview on FM Mundo radio which was broadcast this morning. The Minister said that the country does not have a modern phone surveillance system.

Ecuador passes its rivals in broadband growth

Ecuador news magazine - Quito, May 21, (Andes) – Between 2005 and 2012, Ecuador has undergone a 48.7% growth in broadband, passing Colombia (24.19%), Chile (19.55%), and Argentina (17.94%).

7 minutes that made history in Ecuadorian aeronautics

Ecuador news magazine - Guayaquil, May 17th (Andes) – The first 7 minute transmission from the Ecuadorian satellite Pegaso, which sent images from the stratosphere of Earth, in real time to any part of the world by only accessing a website, was considered successful and did not present any setbacks.

The Ecuadorian Civil Space Agency contracted the company Earthcam, a world giant with the same capacity as Google (30,000 gigabytes), to transmit the signal for free; the website crashed due to the high number of users trying to enter.

“It’s good news and, if it was Ecuadorians seeing the first satellite transmission who collapsed the web page, even better,” expressed Ronnie Nader, the cosmonaut who leads the project through the aforementioned space agency.

Ecuador news magazine - Guayaquil, May 16th, (Andes) – Today, Thursday, beginning at 10:37, the first Ecuadorian satellite, NEE-01 Pegaso, reached a milestone in Ecuadorian aeronautics when it transmits the first video signal life that will observed by all Ecuadorians via Internet. 

For the event, the Ecuadorian Civil Space Agency (EXA, Spanish acronym) has designed a program that will use the installations of the Integrated Security System ECU-911 as the site, where authorities from the Coordinate Ministry of Security and the National Secretariat of Intelligence (Senain, Spanish acronym) will also meet.
